Memorandum.

His Britannic Majesty's Consul-General presents his compli- -ments to the Tutu and regrets that he should once more have occasion to bring up the question of the Green Island Cement Company's contracts for the delivery of limestone.

As was pointed out on September 5, part of the Company's works has had to be closed down and a number of employés dismissed. It has now to be recorded that in the near future it will be im- -possible, owing to lack of raw material, to deliver cement against outstanding contracts, and consequently their claims, which al- -ready is at the rate of $40,000 per month plus de..urrage and con- -sequential damage, must be considerably augmented. In view of the seriousness of the situation thus created for all concerned foreigners as well as Chinese Mr. Jamieson would earnestly request a reconsideration of the present, policy.

Pending an enquiry into the status of the quarries, who have for years past been delivering stone to their contractors, the Company are quite prepared to deposit, either in this office, a

price designated Government Department or bank,

the purchase of 37,000 tons of stone quarried prior to the publication of the Government's new requirements as to the necessity of taking out a quarrying permit. Neither the interests of Government nor of individuals could thereby suffer prejudice, and existing tension would thus be equitably relieved.

Endeavours to purchase stone under transit pass on the North

and West Rivers have proved unsuccessful, as the local authorities, under instructions from Canton, it is said, will not permit its removal. It is also reported that of some seventy Chinese applica- -tians for permits to quarry on the North River certain appli- -cants met with an unqualified refusal and others were not

vouchsafed a reply.
